The Practice Improvement Program Quality Improvement reports (PIP QI reports) include the latest Department of Health changes based on specifications documents and data extract file requirements issued on the 28th August 2020.

The PIP QI report has been created to generate the data required for The Australian Government’s Practice Incentives Program (PIP). The details and description for the measures can be found on the following Australian government web page.

PIP QI Data JSON Extract File

o The 10 Quality Improvement Measures are required to be submitted as a .JSON data file to your practices local Primary Health Network (PHN). The instructions for the upload of the .JSON file will be provided to your practice by your PHN.

o MedicalDirector recommends that where a user has copied the files from the MedicalDirector FTP folder, you should take appropriate steps to maintain the security of the supplied files in line with your organisation's data security and retention policies.

Helix Data and PIP QI Reports

The improvement measures require the following data entry requirements in Helix or inbox results received for pathology.

Active Patients

Per the Australian government requirements and RACGP guidelines only patients who are considered as “active” are included; this means that the patient must have visited at least three times within the past two years from when the report is generated.

PIP QI Measure	Helix Data Requirement
QIM 01: Proportion of patients with diabetes with a current HbA1c result	Proportion of regular clients who have Type 1 or Type 2 diabetes and who have had an HbA1c measurement result recorded within the previous 12 months. Diabetes condition must be included in the conditions section under Health Summary as an active condition. HbA1c results are detected by scanning the measurements tab and any inbox pathology results matched to the patient.
QIM 02: Proportion of patients with a smoking status	Proportion of regular clients who are aged 15 years and over and whose smoking status has been recorded within the previous 12 months as one of the following: current smoker; ex-smoker or; never smoked Smoking status is recorded in the Smoker section within their Health Summary.
QIM 03: Proportion of patients with a weight classification	Height and weight are recorded in the BMI section within their Health Summary.
QIM 04: Proportion of patients aged 65 and over who were immunised against influenza	Proportion of regular clients aged 65 years and over who were immunised against influenza in the previous 15 months. Influenza vaccination is recorded in the Immunisations section within their Health Summary
QIM 05: Proportion of patients with diabetes who were immunised against influenza	Proportion of regular clients with diabetes who were immunised against influenza in the previous 15 months. Influenza vaccination is recorded in the Immunisations section and the Diabetes condition is recorded as an active condition within the Conditions section within their Health Summary.
QIM 06: Proportion of patients with COPD who were immunised against influenza	Proportion of regular clients who are aged 15 years and over, are recorded as having chronic obstructive pulmonary disease (COPD), and were immunised against influenza in the previous 15 months. Influenza vaccination is recorded in the Immunisations section and the COPD condition is recorded as an active condition within the conditions section within their Health Summary.
QIM 07: Proportion of patients with an alcohol consumption status	Proportion of regular clients who are aged 15 years and over who have had their alcohol consumption status recorded. Alcohol status are recorded in the Drinker section within their Health Summary. Only the current status is considered
QIM 08: Proportion of patients with the necessary risk factors assessed to enable CVD assessment	Proportion of regular clients aged 45 to 74 years with information available to calculate their absolute CVD risk. The patient is between the ages of 45 & 74 has a diabetes condition in the conditions section under Health Summary. A systolic blood pressure results is recorded in the measurements tab. A smoking status is recorded in the Smoker section within the Health Summary. HDL results are found in the measurements tab and any pathology inbox items. Total cholesterol results are found in the measurements tab and any pathology inbox items matched to the patient. HbA1c results are detected in the measurements tab and any inbox items matched to the patient. A fasting glucose result is found in the measurements tab and any pathology inbox items matched to the patient.
QIM 09: Proportion of female patients with an up-to-date cervical screening	Proportion of female regular clients aged 25 to 74, who have not had a hysterectomy and who have had a cervical screening [human papillomavirus (HPV) test] after 1 December 2017 and within the previous 5 years. The patient is aged 25 to 74, no hysterectomy condition is recorded as a condition under Health Summary. A cervical screen is detected in the pathology inbox items matched to the patient
QIM 10: Proportion of patients with diabetes with a blood pressure result	Proportion of regular clients who have diabetes and who have had a blood pressure measurement result recorded at the primary health care servicewithin the previous 6 months. Diabetes condition must be included in the conditions section under Health Summary as an active condition. Blood pressure results are detected by scanning the measurements tab.

Generating the Report

To generate/download a PIP QI report, click located at the top of the screen. The Reports panel opens.
Select the Financial Reports option.
Locate and select the PIP QI option within the General reports section.
The PIP QI report is displayed. In our example below, we have already generated a report, and it is ready to download.
To generate a report, click . You will be prompted to confirm this.
Your report request is added to a queue. It may take some time before your report is generated, during which you can continue to work in Helix.
When Helix begins generating the report, you will be notified as shown in the example below.
Once the report is generated and ready to download, click . The report is downloaded to your computer. Please check your browser for your local download location. The report file format is Helix-PIPQI-YYYY-MM-DD.zip
